Below are the notes that come with the file. This is data from the Centers for Disease Control (CDC). There are two explanations for “insufficient data”: the county population is so small, a rate can’t be calculated (rare); or the county hasn’t reported data. Star LRP Eligibility
For the FY 2022 application cycle, the STAR LRP will use the three-year, >28.3, threshhold as the most recent available national average overdose death rate per 100,000 people, as reported by the Centers for Disease Control and Prevention (CDC).

CDC Data
According to the CDC, 841,000 people have died since 1999 from a drug overdose. In 2019, 70,630 drug overdose deaths occurred in the United States. The 2020 age-adjusted rate is 28.3 deaths per 100,000. The rate in 2020 (28.3) was 31% higher than the rate in 2019 (21.6 per 100,000). (https://www.cdc.gov/nchs/products/databriefs/db428.htm)

Insufficient Data
Insufficient data references the fact that there were less than 10 deaths reported during the 5-year time period and HRSA was unable to conclude that the maximum mortality rate was in the lowest quintile (less than 19 deaths per 100,000).
